I'd heard the asking price was substantially more than that, and it was the attempt to haggle that blew this thing out into the open in the first place.
I read during the Eliot Spitzer debacle that what the "John" is buying for the price of a whore is not sex--one can apparently get that for cheap at any number of singles bars--but rather discretion--a partner who will not talk about the matter.
So if that's true (Brian? ha!), then cheating a whore of her wage is not just rude, it opens the whole matter up for public inspection. Just as it did here.

i got it wrong.
it was $40 that was in dispute that led to where we are now.
